Pap prequest not working (The Replacement Time Energy )

Type of Glitch or Bug: Quest turn in bug
Assumed reason of the glitch: No clue
The time it happened: 22:00 UTC+1
Note: I have collected the 100 Mysterious Powder and 300 Tachion etc, but can't turn in the quest.

I finally found the error and fix on the quest. The changes will apply on the next restart.

I won't be moving this thread to the completed ones until then.

This quest stops working either after  one person completes the quest or  when the server is running for a long time.
